The more the story goes the more I get the feeling that something possibly sketchy is upward with Shanks. The Gorosei thing is a huge question mark of course. A former Roger pirate who may or may not know the fact of the planet becoming an emperor but refusing to pursue the crown or even the poneglyphs. He appears to want peace and liberty and only became an emperor to be able to chill, only throwing his weight about to stop unnecessary slaughter of innocents, but as we know more about the emperors and the government the longer his place in this world begins to feel vaguely suspicious.
Sketchy maybe, but I seriously doubt Shanks is wicked. Personalky I think Roger and Shanks are both chaotic great, more on the disorderly with Shanks approaching neutral chaotic. Neither are revolutionaries, and Shanks in particular may feel as though he's not worthy to be Roger's successor. If it ties into the Will of D, I can imagine why.
I am unsure about the most recent Shanks panel, from the Gorosei. My only guess is that Shanks has a lot of respect as he doesn't actively cause death and destruction like the other Yonko; perhaps Shanks is also low key gate keeping Raftel along with the WG is not going to mess with him while he's busy doing this.
I don't think he is bad, I just think he knows more than we do and contains some agenda that we can not know yet which would outwardly appear pretty'bad'. Like he needs to ally with the World Government to keep the secrets of the ancient kingdom safe because he is afraid of the chaos and devastation it would lead to, due to his affection for peace. Whereas Luffy- he has got a fantastic heart, but honestly he's not a spectacularly moral person. He broke a number of the world's worst criminals out of Impel Down without a second thought as they were useful to him. He is a pirate. He is fundamentally not a very good person by the conventional standards, unlike Shanks, so he doesn't care about throwing the world into chaos.
